up to the hour of 11:00 A.M. local time, Thursday, April 4th, 2024, at the office of said Board of

School Trustees, Administration Building, 21 Elston Road, Lafayette 47909. Bids will be publicly

opened and read aloud immediately thereafter. Bids received after such time will be returned

unopened. Bids may be withdrawn prior to such time, but no bids shall be withdrawn for a

period of 60 days thereafter. The Board of School Trustees of the Tippecanoe School

Corporation, Tippecanoe County, Indiana reserves the right to retain any and all bids for a

period of not more than sixty (60) days and said bids shall be and remain valid and in full force

and effect during said time. The Owner reserves the right to reject any and all bids and to waive

any informalities, irregularities, or errors in the bidding to the extent permitted by law. This

includes the right to extend the date and time for receipt for bids.

A general description of the work for which proposals are to be received consists of:

This project involves security updates to multiple elementary and middle schools, including

installation of new card readers & first responder card readers, updates to existing lockdown

systems & door hardware, and bullet resistive glazing upgrades.

All work shall be in accordance with the Bidding Documents, including the Specifications

and the Construction Drawings.

Bids shall be addressed to the Board of School Trustees of the Tippecanoe School

Corporation, c/o Amanda Brackett, CFO, 21 Elston Road, Lafayette, Indiana 47909, ATTN: TSC

Safety & Security Upgrades. Bids shall be completely and properly executed on Bid Form 96

(Revised 2013), as prescribed by the Indiana State Board of Accounts, giving financial data as

recent as possible and in no event more than 90 days old. Each bid shall be accompanied by

an executed non-collusion affidavit, an executed bid bond in the minimum amount of five

percent (5%) of the bid and such other documents required by the Instructions to Bidders. Bid

bond may be a certified or cashier's check payable to the Board of School Trustees of the

Tippecanoe School Corporation, Tippecanoe County, Indiana, or an acceptable bidder's bond.

Should a successful bidder withdraw their bid, or fail to execute a satisfactory Contract, the

Owner may then declare the bid deposit forfeited as liquidated damages.

Requirements for signing bids:

1. Any bid not signed by the individual making same shall have attached to it a power of

attorney evidencing authority to sign the bid in the name of the person for whom it is

signed.

2. A bid signed for a partnership shall be signed by one of the partners or by an attorney-infact.

If signed by an attorney-in-fact, there shall be attached to the bid a power of

attorney, evidencing authority to sign the bid, executed by the partners.

3. Bids which are submitted by a corporation shall have the correct name thereof and the

signature of the president or other authorized officer of the corporation and secretary or

an assistant manually written below the corporate name following the word

"by________________", and shall have affixed the corporate seal.

4. Each bid shall be enclosed in a sealed envelope, properly marked with the name and

place of business of the bidder, and the contract for which the bid is submitted.

Contract price will be based upon a complete exemption of Indiana State Sales Tax, and if

later determined that a tax must be paid by Owner, contract price will be adjusted to reflect this

liability of Owner. Owner will furnish copies of tax exemption certificates to all contractors.

The successful bidder will be required to furnish a satisfactory Performance Bond and

Payment Bond in an amount equal to one hundred percent (100%) of the total contract price.

The Instructions to Bidders and General Conditions of the Contract for Construction

contained in the Project Manual Specifications for the Project are by this reference made a part

hereof, and all bidders shall be deemed advised of the provisions thereof and of the General

Conditions, Specifications, and Drawings for the Project. Copies of all such documents are on

Copies of the bidding documents will not be mailed, but must be purchased at Blueprint

Specialties, 1500 Union Street, Lafayette, Indiana 47904, 765-742-6976. They can also be

viewed via the Cordogan Clark online planroom at www.cordoganclarkplanroom.com . The

plans and specifications will be available on Thursday, March 7th, 2024. Send all questions

A pre-bid meeting will be held on Thursday, March 21st, 2024 at 2:00 P.M. local time starting at

Wea Ridge Elementary, 1333 East CR 430 South, Lafayette then continuing to Wea Ridge

Middle School, Wainwright Middle School, Dayton Elementary School, Hershey Elementary

School, East Tipp Middle School, and finishing at Battle Ground Elementary School. All

prospective bidders are strongly encouraged to attend this meeting. A tour of each site will be

held in conjunction with the pre-bid meeting.
